Mrs. Vandita Kaul, an officer of the Indian Postal Service, 1989 Batch, is presently Secretary to the Government of India, Department of Posts, Ministry of Communications. She holds a Masters degree in Zoology and a Diploma in Systems Management.
She has been involved in significant policy level interventions and the drafting of key amendments to various laws and of notifications, including the Post Office Act, laws relating to deposit insurance, debts recovery, insolvency and bankruptcy, pension regulation, environment and disability.
She has served in the Department of Posts at the policy and field level, covering mail and logistics, financial services and various citizen-centric services and has prepared two Five Year Plans and several Annual Plans.
In the Department of Expenditure, she worked on Plan Financing for Special Category States and the Accelerated Irrigation Benefits Programme, Border Area Development Programme, etc.
In the Department of Financial Services, as Additional Secretary, she steered development of an insurance scheme for Covid warriors and a report advising on interventions by banks to support the textile sector during Covid. She served as a Government Nominee Director on the Boards of Bank of Maharashtra and the Bank of India, the New India Assurance Company Ltd., National Insurance Academy and the Central Registry of Securitisation Asset Reconstruction and Security Interest of India.
In the field of e-Governance, she steered the development of a common e-auction platform for Public Sector Banks and the National Portal for Credit Linked Government Schemes and implementation of the e-Debts Recovery Tribunals project.
She has made significant contributions to international relations in the sectors of environment, disability, financial services and postal services through India's bilateral and multilateral diplomatic initiatives and through bodies of the United Nations and other key international bodies.
