Shri S. S. Dubey, ICCAS 1989 is the Controller General of Accounts to Government of India
Being the Head of Indian Civil Accounts Service. Controller General of Accounts is the Principal Advisor on Accounting matters to the Union Government.
- Responsible to administer an effective, credible and responsive system for budgeting. payment and accounting in around 70 Civil Ministries/ Department of Government of India.
- Being administrative head of the Public Financial Management system (PFMS) with overall responsibility for design, development and implementation of PFMS. PFMS is a web-based state of art IT platform for facilitating payments and exchequer control.
- Direct Benefit Transfer, accounting of Receipts (Tax & Non-Tax), compilation of Accounts, preparation of fiscal reports, monitoring the fund flow mechanism and providing MIS and decision support system.
- Responsible for establishing and managing a technically sound Management Accounting system.
- Responsible for preparation and submission of the Accounts of the Union Government.
- Responsible for exchequer control and develop a new paradigm of Internal Audit for improved transparency and accountability.
Mr. S.S. Dubey was Additional Controller General of Accounts. Public Financial Management System (PFMS) before taking over as Controller General of Accounts.
Mr. S.S. Dubey has served as Chief Controller of Accounts in Ministry of Housing and Urban Affairs. Department of Industrial Policy and Promotion etc. and as Controller/Deputy Controller of Accounts in Ministry of Environment and Forest. Ministry of External Affairs. Department of Revenue. Department of Supply etc. and was in-charge of budgeting. accounting, payment, internal audit etc.
On his central deputation. Mr. S.S. Dubey served as Joint Secretary & Financial Advisor to Ministry of Housing and Urban Affairs and Ministry of Development of North Eastern Region. He was also Deputy Secretary/Director to Ministry of Food, Consumer Affairs and Public Distribution and supervised Targeted Public Distribution System (PDS) and CWC (PSU).
Mr. S.S. Dubey was Government of India nominee Director on Board of Public Sector Undertakings like Engineering Projects India Ltd.. NBCC, HUDCO. and Metro Rail Corporations of several states.
Besides serving Government of India. Mr. S.S. Dubey also has international experience of five years in United Nations, where he was the head of Procurement and Logistics for UN World Food Program projects in South Asian region.
Mr. S.S. Dubey holds a degree of MA, M.Phil in Defence & Strategic Affairs from National Defence College. He has also completed PG Diploma in International Business from IIFT, New Delhi.
